Proposal for Amending the
Constitution and By-Laws of the
Illinois Groundwater Association

The Executive Committee of the Illinois Groundwater Association is proposing that the office of Secretary-Treasurer be separated into two offices: Secretary and Treasurer.  This change requires amendment of the Association’s Constitution and By-Laws.

Rationale/Background
The growth of the Association has increased the time required for taking care of the duties and responsibilities of the Secretary-Treasurer.  It is also recognized that greater demands are being placed on the time of our members in discharging their professional responsibilities.  The main purpose of separating the Secretary-Treasurer into two offices is to reduce the demands on one person’s time. Separating the offices of Secretary and Treasurer will allow each officer the time to better carry out the duties and responsibilities of the office. This change would strengthen the program of the Association and provide opportunities to enhance the Student Grant Program, the newsletter, and cooperation with groundwater organizations in Illinois and neighboring states. Duties of Officers

Section 3

The Secretary-TreasurerSecretary shall keep records and minutes of all proceedings of the meetings of the Association or Executive Committee. Minutes of the previous meeting shall be distributed at each regular meeting and shall be adopted or revised by the membership.

The Secretary-TreasurerSecretary shall be responsible for notifying the membership of the time and place for all special and regular meetings.

The Secretary-TreasurerSecretary shall be responsible for keeping a record of the membership of the Association and provide addresses for the mailings of the Association providing mailing labels for the newsletter.

The Secretary-TreasurerSecretary shall work closely with the Treasurer in taking care of the business matters of the Association, and shall keep the Chair and Executive Committee informed.

The Secretary-TreasurerSecretary shall perform such other duties as the Chair or Executive Committee direct.

In the event the Secretary-TreasurerSecretary is unable to attend a meeting of the Association or Executive Committee, the Chair shall designate an acting secretary for that meeting.
 

Section 4 The Secretary-TreasurerTreasurer shall collect all money that is due the Association and shall pay all bills as they become due. The Secretary-Treasurer Treasurer shall promptly deposit all money receipts to the credit of the Association in a depository which has been approved by the Executive committee. A Treasurer’s report shall be given at each regular meeting.

The Secretary-TreasurerTreasurer shall collect membership dues, receiving meeting registrations, and be responsible for negotiating with host facilities the costs of the meeting.

The Secretary-TreasurerTreasurer shall work closely with the Secretary in taking care of the business matters of the Association, and shall keep the Chair and Executive committee informed.

The Secretary-TreasurerTreasurer shall perform such other duties as the Chair or Executive Committee direct.

In the event the Secretary-TreasurerTreasurer is unable to attend a meeting of the Association or Executive Committee, the Chair shall designate an acting treasurer for that meeting.
